Westfield Green Repair Program

The Green Repair Program (GRP) is an initiative provided to cities and towns in Massachusetts with public school buildings that have an immediate need for repair or replacement of windows/doors, roofs, and/or boilers. This is a reimbursable program directed by the Massachusetts School Building Authority.

Energy Management Services (EMS) are provided by companies in order to assist building owners in developing energy conscious and financially efficient facilities. The programs offered by these specialized companies guarantee a savings to the building owner. If the guaranteed savings are not achieved, the EMS provider returns the shortfall. The City of Westfield appropriated $17M for energy managed mechanical upgrades to building systems such as high efficiency boilers, roof top unit ventilators and energy recovery controls, and electrical system upgrades.

Contruction Updates – Week of May 14th

Traffic and Construction schedule for the week of May 14th we will see the following activity:

Main Street

Important Date Change for the Paving of Main Street and Park Square Area:

Lynch Construction is planning on paving the Main Street/Park Square area during the week of May 21st and we will publish the temporary detours as soon as they become available so that you can plan ahead.

Lynch Construction will continue to focus on raising the covers to the underground utilities, i.e. water, sewer, electric, etc. They have spray painted them orange so that you have a little better warning at night where you will find these new obstacles.

Elm Street Corridor

Goncalves & Sons, Inc from Ludlow will continue working on installing a new major underground water line. The work will be concentrated between Orange Street and Franklin Street this week. In the immediate work area, starting Monday, motorists will see traffic reduced to one lane which will be alternated between north and south bound traffic. There will be no on street parking in the immediate work area on Elm Street between Orange and Franklin Streets.

On Monday May 14th, Thomas Street from Elm Street to the entrance of the public parking lot will be closed from 7am to 12 noon to accommodate underground utility work.

Please seek alternate routes in order to avoid major delays in this area during the construction work scheduled to begin at 7:00am and go until around 4:00pm, Monday through Friday.

This project is set to replace a major underground water line on Elm Street, upgrading the traffic control signals, perform sidewalk improvements and repaving the street, all from Church Street to the Great River Bridge.

Park Square Area

The work on the Park itself continues at a good pace and the improvements are starting to be very noticeable as you drive by. Many of the concrete foundation pieces are in place as are many of the new light pieces.

You are also seeing some of the safety bollards being installed around the outside portion of the park to define the walk areas from the roadways as an added safety feature of the project.

Thomas Street Lot

The Thomas Street public parking lot has been paved and is ready for regular use. The City will be introducing some speed control measures at the request of several citizens who use the area frequently. We will try these new devices and see if they are successful at making the parking area safer. Thank you for your patience during this phase of improving our downtown.

Westfield G&E Work Zones in various sections of the City

The Gas & Electric will be working on Franklin Street near Summer Street. They will be working in the center of the road on underground utilities.

Please be prepared for some minor delays as you pass through this area and alternative routes should be considered.

Great River Bridge Project

The contractor is continuing to work on the park areas as well as the new parking lots that will be open for public use soon.

Please remain alert and follow the directions of the Westfield Police Officers who will be working throughout the work sites.

Please remember to use your directional signals so we all know your intentions and be alert for the police personnel who will be guiding you through the construction zones.

Westfield Elementary School Project

The Westfield Model School project will provide a cost effective and educationally appropriate solution for the City of Westfield. Using a previously successful design while incorporating new sustainable “green” elements to provide a top of the line educational facility that also encourages community use.

The new project will be located at the currently Ashley street site with construction expected to begin in the Summer 2012.

Feasibility Study of Nine City Locations

In the beginning of FY 2011 the City of Westfield hired BH&A out of Boston to perform a feasibility study of nine City buildings. This was a general study on repairs and upgrades that the City buildings need. This is an over view and should be used only as a guideline, but it gives the City of Westfield a starting point as to what needs to be done and prioritizes potential projects.
