The Department of Engineering was established in 1956 by act of the City Council via ordinance #249. Its composition and responsibilities are set out in City Code of Ordinances, Article 5, Section 2-450 thru 2-460.

The Engineering Department has the responsibility to over see infrastructure improvements within the city and to provide technical assistance to the Mayor and City Council or to extend such assistance to various Boards and Commissions of the City.

These responsibilities take the form of design, contract administration, and construction supervision of roads, storm drains, sewers, sidewalks, waterways, etc. for the Board of Public Works or the Board of Water Commissioners, as well as reviewing plans and inspecting work for the Planning Board, Conservation Commission and Flood Control Commission. Flood control meetings are in room 108.

The Engineering Department is also responsible for the City's Geographic Information System (GIS). GIS is a new and exciting tool that the city will use to aid with the management, updating, and use of geographic information in the city.

STAFF
The department consists of a department head, the City Engineer, who is nominated by the Mayor with appointment by the City Council. The City Engineer must have ten years of professional experience in Civil Engineering and must possess a registration as a professional Engineer. The City Engineer is assisted by one or more assistanct engineers, a clerk typist and the Geographic Information System (GIS) Coordinator.


City Engineer
The City Engineer is Mark S. Cressotti, P.E.


Mr. Cressotti has a Bachelor's of Science Degree in Civil Engineering from the University of Massachusetts and five years of study at the Boston Architectural Center. Mr. Cressotti is also a licensed Professional Engineer by the Commonwealth of Massachusetts with over twenty years of experience in the field of civil engineering in various capacities and locations throughout New England, most recently with the City of Westfield since 1989.

Assistant Engineer
The Assistant Engineer is Francis Case Jr., E.I.T.

Mr. Case possesses a Bachelor's of Science degree in Civil Engineering with multiple years of professional experience.

GIS Coordinator
The Geographic Information System (GIS)Coordinator is John Lobudek

Mr. Lobudek has a Bachelor's of Science degree in Regional Planning and Environmental Science from Westfield State College.
