In the late 1960's the City of Westfield, Massachusetts, started thinking seriously about its beautiful Westfield River, the trout that had once abounded there, and the pollution problems they could see and foresee. Years of planning and financing stages finally found the contract for the construction of a Wastewater Treatment Plant. The 4 M.G.D. (four million gallons per day) plant now serves about 75% of the Westfield area where formerly no treatment plant existed and untreated waste flowed into the Westfield River. Financed by the EPA, Commonwealth of Massachusetts and the City of Westfield, the plant was officially ready for operation in March 1973. The Wastewater Treatment Plant removes 95% to 99% of the pollutants before being discharged into the Westfield River.

In the late 1990's the City realized the need to improve and modernize the plant. The result was a $21 million expansion and upgrade that was completed in the summer of 2005. This upgrade increased the hydraulic capicity of the plant by 50%, bringing design flow to the present 6.1 M.G.D.
