Sidewalk and Streetscape Improvements

The Sidewalk Improvement Program is perhaps the least appreciated as to funding priority yet one with the greatest public appreciation. The areas improved via the last bond authorization including Mechanic St., Kelloge St., Lockhouse Rd., Thomas St. and Chaple St.. The improvements invigorated the neighborhoods, motivating many private property owners to undertake improvements and invest in their neighborhood. The effort is larger than sidewalks alone and includes streetscape issues such as urban forestry and street lighting to help define neighborhoods. Definition of Neighborhood is considered the key to galvanizing community spirit, renewing interest and investment in older neighborhoods, improving housing stock and reducing the demand for urban sprawl. Recent receipt of a grant by the Department of Environmental Management should help focus the issues through several out reach neighborhood forums. The projects contained in this program include:

  1. Sidewalk Replacement Program of 2003, design on hold due to Funding, streets included are as follows:
    • Parkside Ave.
    • Hanover Street
    • Meadow Street
    • Spruce Circle
    • Tekoa Terrace
  2. Urban Forestry Master Plan, effort pending through DEM grant & Pioneer Valley Planning Commission
