| Superintendent | | David Billips is the Water Resources Department's Superintendent. He was appointed to this position in November 2006 when the Water and Wastewater Divisions merged to form the Water Resources Department. Dave previously served as the Plant Superintendent for the City's Sewerage/Wastewater Department. He graduated from the University of Massachusetts with a Bachelor of Science degree in Chemical Engineering and Physical Chemistry. |
| Water Systems Engineer | | Charles L. Darling "Woody" is the Water Resources Department's Systems Engineer. He has worked for the department since 1990. His office is located in City Hall on the first floor. |
| Deputy Superintendent | | Burton Whipple is the Water Department Deputy Superintendent. He has worked for the Department since 1984 and has been in his current capacity since 2001. His office is located at the Water Department shop at 28 Sackett Street. |
| Main Office Staff | The staff in the main office at City Hall handle utility billing, setting up new water accounts, performing customer service functions, and handling the day to day clerical operations.

| Meter Readers | The Water Department has two meter readers who read each meter in the City every three months. Depending upon the location of the meter reading pad, the meter readers may have to enter your yard.
They drive Water Department trucks displaying the City seal, are identifiable by their clearly marked "Meter Reader" vests and carry department identification cards.

| Distribution | | The Distribution section is the largest group within the Water Department, consisting of several classifications, all supervised by the Water Foreman, Michael Bienvenue. The group is responsible for installing water service lines, hydrants, new and replacement water mains, water meters, and many other tasks. The shop is located at 28 Sackett Street. |
| Treatment | The Water Treatment Operators are responsible for the operation of the Water Filtration and Treatment Plant on Reservoir Road in Southwick as well as operational control of the production wells and storage tanks located throught the City.
The group consists of a Head Treatment Plant Operator, Dave, and two Treatment Plant Operators, Pete and Rob. They all have extensive training necessary to operate a muli-million dollar plant. |
| Engineering | | The Engineering division consists of two Engineering Aides, Tom and Ed located across the street from the shop at 27 Sackett Street, above the vehicle garage. The Engineering division is responsible for the Cross Connection Control Program, updating the City's Geographical Information System (GIS) water layers, administering the Confined Space Entry Program, construction inspections, markouts of water infrastructure, testing and disinfection of new water mains, and many other tasks. |
| Reservoir Caretaker | Reservoir maintenance is a crucial part of the Water Department's operation. The Westfield Water Department maintains over 5,000 acres of watershed property around the Montgomery and Granville Reservoirs. We have one Reservoir Caretaker, Ed, who maintains all this property. He monitors the security of the reservoir and maintains all other grounds, including the seven dams the Department owns, along with various other duties.
