Community Development Block Grant Applications Available

The Office of Community Development and Planning will conduct two public hearings on Tuesday, 
January 25, 2022, at 11:00 am and 6:00 pm 
to discuss community development needs and priorities for 
U.S. Department of Housing and Urban Development (HUD) funds for the Third Year Action Plan Fiscal 
Year 2022 for the Community Development Block Grant program, the HOME Investment Partnerships 
Program, and the HOME Investment Partnerships portion of the American Rescue Plan. 

The hearings will take place in City Hall, Room 315, 59 Court Street, Westfield.

The City of Westfield Office of Community Development and Planning will utilize the information from 
the public hearing to make funding decisions for the federal Community Development Block Grant 
Program (CDBG). 

Applications for the funding under this program are now available at the Office of Community 
Development and Planning, City Hall, 3rd floor, during normal business hours or by visiting the 
Community Development Department website at Eligible activity categories 
include Public Services, Public Facilities, Housing, Public Infrastructure, and Economic Development.

Following the public hearings, the City will offer a Technical Assistance Workshop on Wednesday, 
February 9th at 10:00 am to assist interested applicants and explain federal regulatory requirements. 

The Office of Community Development will also accept proposals from qualified applicants to undertake 
affordable housing activities under the 2022 HOME Investment Partnerships (HOME) Program and the 
HOME-ARP program on a rolling basis throughout the year. The HOME Program was established by the 
federal government through the National Affordable Housing Act of 1990. The goals of the HOME 
Program are to increase the supply of decent, safe, and sanitary affordable housing, including housing for 
the physically challenged, to promote the development of public/private partnerships, empower not-for-
profit housing organizations and leverage HOME funds with non-federal funds or resources. 

All CDBG applications are due by Friday, March 04, 2022, at 4:00 pm. HOME applications will be
accepted on a rolling basis throughout the program year.

 FFY 2022 funding will be for activities undertaken from July 1, 2022 through June 30, 2023. The City of 
Westfield CDBG and HOME Allocations have not yet been determined by HUD, but the City anticipates 
a CDBG allocation of $365,000, approximately $120,000 in HOME funds, and $450,000 in HOME-ARP
